IThe "Cement Mortar Adhesion Process" Has Been Included in the Elimination Catalogue
In December 2021, the Ministry of Housing and Urban-Rural Development issued the "Catalogue of Construction Techniques, Equipment, and Materials Endangering Production Safety in Housing and Municipal Infrastructure Projects (First Batch)". Among them, the "Facing Brick Cement Mortar Adhesion Process" was included in the elimination catalogue.
Announcement of the Ministry of Housing and Urban-Rural Development on Issuing the "Catalogue of Construction Techniques, Equipment, and Materials Endangering Production Safety in Housing and Municipal Infrastructure Projects (First Batch)"
To eliminate major accident hazards in facility engineering, reduce construction safety risks, promote the elimination of outdated processes, equipment, and materials in the housing and urban-rural construction industry, and improve the safety production level of housing and municipal infrastructure projects, our ministry has organized the formulation of the "Catalogue of Construction Techniques, Equipment, and Materials Endangering Production Safety in Housing and Municipal Infrastructure Projects (First Batch)" (hereinafter referred to as the "Catalogue") in accordance with the "Regulations on the Administration of Work Safety in Construction Projects" and other relevant regulations, and it is hereby issued. (hereinafter referred to as the "Catalogue"), and is now published.
From 9 months after the date of this announcement, all practitioners in housing and municipal infrastructure projects must completely stop using the prohibited construction techniques, equipment, and materials listed in this "Catalogue" in new projects. From 6 months after the date of this announcement, new projects must not use the restricted construction techniques, equipment, and materials listed in this "Catalogue" within the specified conditions and scope. The competent departments of housing and urban-rural development at all levels, which are responsible for safety production supervision and management, shall carry out supervision and inspection of the implementation of this "Catalogue" in accordance with the relevant provisions of the "Regulations on the Administration of Work Safety in Construction Projects".

This announcement clearly states that all practitioners in housing and municipal infrastructure projects must completely stop using the prohibited construction techniques, equipment, and materials listed in this "Catalogue" in new projects after September 14, 2022. After June 14, 2022, new projects must not use the restricted construction techniques, equipment, and materials listed in this "Catalogue" within the specified conditions and scope. The competent departments of housing and urban-rural development at all levels, which are responsible for safety production supervision and management, shall carry out supervision and inspection of the implementation of this "Catalogue" in accordance with relevant regulations. With these two measures in place, it means that after September 14, 2022, all new housing and infrastructure projects will no longer be able to use the cement mortar tiling process for tiles.
Currently, the policy is limited to exterior walls, but issues such as hollowing, tile detachment, and falling off on interior walls also require our attention. We can reduce and avoid the above safety hazards through new products and new processes.
IITraditional "Cement Mortar Tiling" Process
The traditional cement mortar tiling process is currently one of the most widely used tile laying methods in China. It is an inorganic adhesive formed by mixing cement and sand with a certain proportion of water. The principle is that the cement mortar penetrates into the gaps between the tile and the base surface before it solidifies, and after solidification, it forms a strong interlocking force, bonding the base, cement mortar, and tile together.
Advantages:
1. Good water absorption and low material cost.
2. High utilization, can be used for wall and floor leveling as well as tile adhesion.
Disadvantages:
1. The bonding strength is controlled by adjusting the cement-sand ratio. Since the bonding strength is difficult to control, it requires a high level of expertise from construction workers.
2. The construction process is complicated. Although it has good water absorption, it has a high water loss rate, so the wall must be wetted, tiles soaked, and supports used, resulting in low efficiency. For vitrified tiles, due to their low water absorption rate, even soaking does not yield ideal results.
3. When applying the mortar to the back of the tile and then to the wall, it is easy to cause uneven distribution of the cement mortar, resulting in hollowing and tile detachment.
